A constitutions of wiki governance must be written describing the processes to be used for checks and balances of wiki admin/sysop powers.

Many issues should be addressed it this document, for example, if users are to have some sort of voting rights what is to prevent someone from stacking the ballot box by creating many users?

A judicial system? Can there be a system setup to allow for some individuals to police for abuses of power, vandalism, or other wiki crimes.

This might actually be really interesting fun to write and discuss.
